The government has recognized the need for new coal policy initiatives and for rationalization of the legal and regulatory framework that would govern the future development of this industry. One of the key reforms is that the government has allowed importing of coal to meet our requirements. Private sector has been allowed to extract coal for captive use only. Further reforms are contemplated for which the Coal Mines Nationalization Act needs to be amended for which the Bill is awaiting approval of the Parliament. The ultimate objective of some of the ongoing measures and others under consideration is to see that a competitive environment is created for the functioning of various entities in this industry.

This would not only bring about gains in efficiency but also effect cost reduction, which would consequently ensure supply of coal on a larger scale at lower prices. Competition would also have the desirable effect of bringing in new technology, for which there is an urgent and overdue need since the coal industry has suffered a prolonged period of stagnation in technological innovation.

Coal is the predominant energy source for power production in India, generating approximately 70% of total domestic electricity. Energy demand in India is expected to increase over the next 10-15 years; although new oil and gas plants are planned, coal is expected to remain the dominant fuel for power generation. Despite significant increases in total installed capacity during the last decade, the gap between electricity supply and demand continues to increase. The resulting shortfall has had a negative impact on industrial output and economic growth.

However, to meet expected future demand, indigenous coal production will have to be greatly expanded. Production currently stands at around 290 Million tonnes per year, but coal demand is expected to more than double by 2010. Indian coal is typically of poor quality and as such requires to be beneficiated to improve the quality; Coal imports will also need to increase dramatically to satisfy industrial and power generation requirements.

Coal is called a fossil fuel because it was made from plants that were once alive! The coal we use today took millions of years to form. Coal is the most abundant fossil fuel resource in India, which is the third largest coal producer in the world.

The major reserves of hard coal are in the eastern part of the country, from Andhra Pradesh to the border of the Indian Ocean, in the extreme northeast of Arunachal Pradesh: Chhattisgarh, Jharkhand, Orissa and the eastern states of West Bengal have about 77. % of reserve. The Ministry of Coal (quoting the Geological Survey of India) states that as of 1 April 2009, India's geological resources of bituminous coal included,

105.8 billion tonnes of 'proven resources', 123.5 billion tonnes of 'indicated resources' and 37.9 billion tonnes of 'estimated resources'. Coking coal accounts for 17% of the tonnage of proven resources. The cited resources are the results of exploration up to a depth of 1 200 m.

Considerable uncertainty remains with respect to India's coal reserves, particularly (i) whether they represent remaining tonnage or need to be reduced by subtraction of previous years' production, and (ii) whether coal resources It is appropriate to assess in depth. 1 200 m, when the current coal mines in India usually do not exceed 300 m. Although it is not possible to draw definite conclusions from the available information, the negative effects of these considerations should be taken into account.

Lignite deposits are mostly found in the southern state of Tamil Nadu. The all-India resources of lignite in the 11th Five Year Plan have been quoted as 38.27 billion tonnes as on 1 April 2006, with proven reserves of 4.5 billion tonnes. In Tamil Nadu's Neyveli field, about 2.4 billion tonnes have been deemed 'minable under the currently adopted mining standards'. The annual production of lignite is currently in the region of 32 million tonnes, almost all of which is used for electricity generation.

Although India's coal reserves cover all ranks from lignite to bituminous, they have high ash content and low calorific value. The low quality of much of its coal prevents India from being anything other than a small exporter of coal (traditionally to the neighboring countries of Bangladesh, Nepal and Bhutan) and vice versa, mainly from Australia, China, Indonesia and Australia. Responsible for large imports. South Africa.

Coal is the most important source of energy for electricity generation in India: about three-quarters of all electricity is generated from coal-fired power stations. Besides this, steel, cement, fertilisers, chemicals, paper and many other medium and small scale industries are also major coal users.
